POSITION SUMMARY:

Identify export control issues and undertake research to analyze and develop effective and compliant solutions, develop and administer training, respond to regulatory questions and provide guidance, undertake internal investigations, implement risk mitigation strategies, stay abreast of regulatory changes, and draft and submit classification requests, advisory opinions, and license applications and agreements for the export of technical data, hardware, and services in accordance with company policy and U.S. Government export regulations and laws.

Job Duties and Responsibilities:

  • Advanced working knowledge of the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) to be able to research, analyze and interpret U.S. and Non-U.S. international trade regulations and laws (including ITAR, MTCR, EAR, OFAC, Customs) and in determining their effect on operations.
  • Experience classifying hardware and technical data according to the U.S. Commerce Control List (CCL) and the U.S. Munitions List (USML)
  • Prepares, submits and administers export licenses, Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLA), Commerce licenses, import certificates and miscellaneous correspondence to the Department of State and Department of Commerce.
  • Working knowledge of SNAP-R and DECCS portal systems
  • Prepare and coordinate shipments of unclassified and classified shipments.  Coordinates all international hardware and software shipments with the Traffic/Shipping Department and provides guidance to ensure shipments are in compliance with licenses and regulations.
  • Perform export training to new employees and current employees.
  • Enters and manages export authorization submissions.  Maintains export related record keeping functions as required by company policy and law.
  • Serves as an “Empowered Official” per the ITAR to provide required certifications to the U.S. State Department Directorate of Defense Trade Controls (DDTC).
  • Able to investigate possible matters of interest, draft disclosures, determine Root Cause Analysis related to complex Voluntary Self Disclosures
  • Work closely with the Legal Department/General Counsel, Contract Administration, Human Resources and Security to ensure strict compliance with U.S. global trade laws and regulations.
  • Review current and future orders against proscribed countries, entities, and individuals and perform Restricted Party Screening.
  • Strong organizational skills with demonstrated experience managing multiple deadlines supporting regulatory requirements and business objectives
  • Able to lead an audit without a manager present. Accountable for the preparation, results and corrective actions
  • Ensure any required changes in registrant are submitted to DDTC to maintain export registration
  • AES/ACE Administrator –Maintain password access for shipping in Orlando & Yankton

Knowledge, Skills, & Abilities:

  • Excellent analytical skills.
  • Attention to detail.
  • Knowledge of AES Best Practices.
  • Proficient Microsoft Word and Microsoft Excel software skills.
  • Must be a self-starter, detailed oriented, and committed to a high degree of discretion.
  • Demonstrated ability to interpret and apply complex, detailed regulations, with limited guidance and/or direction required.
  • Strong communication skills with the ability to interpret, understand and provide guidance to internal stakeholders on complex regulatory documents and applicable laws and regulations
  • Must be a U.S. citizen or national, U.S. permanent resident (current Green Card holder), or lawfully admitted into the U.S. as a refugee or granted asylum
  • An Active DOD Secret Clearance is required to be considered

Education, Experience and Training:

  • 2+ years of experience in trade compliance
  • Advanced working knowledge in the ITAR and EAR is required
  • Experience classifying hardware and technical data according to the U.S. Commerce Control List (CCL) and the U.S. Munitions List (USML)
  • Working knowledge of SNAP-R and DECCS portal systems
